Also shown are the elastomer brake 12 and the securing bolt hole 14, which extends through the entire thickness of the bottom flange 13, and is aligned with the securing bolt hole 4 of the top flange 26.

Once this preload is applied to the elastomer brake 12, a drag force is applied to the rotation of the hoop-shaped retaining member 2.
  • the tabs 17, 18 function to prevent further rotation or movement of the hoop-shaped retaining member 2. Without this unique feature of the present invention, the hoop-shaped retaining member 2 would be loose in the bezel 3 after installation, which would add to fatigue stress, and cause premature fracture of the fastener assembly 1.
