Be it known that I, FREDERICK BRAD- MILLER, a citizen of the United States, residing in Dayton, county of itlontgomery, and State of Ohio, have invented certain new and useful Improvements in Paper-Cutting Machines, of which the following is a full, clear, and exact description, reference being had to the accompanying drawings, forming part of this specification.
T he object of my invention is to provide a locking device for paper cutting machines, which shall ositively stop and lock from movement, the operation of the clamp and cutting knife, in the event that for any reason the ordinary and usual power disconnecting devices should fail to operate.
In a paper cutting machine it is usual to provide an operating knife for throwing in the power to start the'machine, and to arrange the construction so that at the end of each complete operation the driving power shall be disconnected.
It sometimes happens that the fly wheel or driving pulleys may for some reason fail to be disconnected, or the brakes which are usually employed to overcome the momentum of the machine after the power is disconnected, may for some reason slip and thus, by the momentum of the machine, the cutting knife may descend unexpectedly.
lvly invention, therefore, consists in the certain novel construction and arrangement of parts to be hereinafter particularly pointed out and claimed, in which a stop lever is provided so arranged in connection with the disconnecting devices that in the normal op eration of the machine, the locking lever will be properly released. But in the event that for any reason the operation of the parts should continue under their momentum beyond the normal point of stoppage, the stop lever shall positively lock the parts and prevent movement thereof.
In the drawings Figure 1 is a front eleva tion of one side of a paper cutting machine, embodying my improvements. Fig. 2 is a side elevation of same. Fig. 3 is a rear elevation taken between the driving shaft and knife bar.
My invention is applicable to any of the well known types of automatic paper cutting machines, and I have selected for illustration such parts of a paper cutting machine as may be necessary to show the application of my Specification of Letters Patent.

invention in the type of a paper cutting machine illustrated in the Patent No. 51197 2 of January 2, 1894, to Charles Seybold. 1 is one of the side standards of such paper cutting machine, 2 a portion of the reciprocating knife bar, 3 a portion of the knife driving plate, at one of the pulling bars connecting the driving plate with the knife bar at one end, and 5 the cutting table.
'7 is the driving shaft provided with a fly wheel 8, and driving pulley 9, which parts are mounted loosely thereon, and for large size machines the driving shaft 7, is usually supported by a supplemental standard 10, outside the driving pulley.
In the operation of the machine, the driving plate 3, is reoiprocated vertically in a diagonal direction so as to give a shearing out to the knife, and 11 is one of the diagonal slots in the driving plate which is engaged byv a roller 12, on the standard, to guide the driving plate in this diagonal movement. Ihe fly wheel and driving pulleys are coupled to the driving shaft 7, by a suitable friction clutch construction 13, which is thrown into and out of operation by the arm 14, mounted on tile shaft 15, journaled in suitable side supports, secured to the side standards. This shaft 15, carries the segment 16, which is engaged by the segment gear 17, secured to the shaft 18, also journaled in suitable bearings on the side standard and parallel with the shaft 15. T he shaft 18, carries on its outer end the operating lever 19, mounted in the head 20, on the end of the shaft 18, so that the operating lever 19, can be turned on its longitudinal axis.
21 is a sleeve mounted by feather or spline on the shaft 1.8, so as to turn therewith, but
adapted to slide lengthwise on the shaft 18,
and normally held in contact with the inner bearing of the shaft 18, by the coiled spring 22. The lower end of the operating lever 19, carries an arm 23, coupled by a link 24, with a stud on the sleeve 21. The sleeve 21 carries an arm 25, provided with an adjustable stud 26, which is engaged by a nose 27, on
the driving bar 3, when the knife bar and driving bar are at the top of their throw. In this position the shafts 18 and 15 are rocked so that the clutch mechanism for the driving shaft is disconnected.
In order to start the machine, it is necessary for the operator to first rotate the operating lever 19, on its longitudinal axis,

and'uponthis-stud is-pivoted the loc-k lever 29, which lever-extends down'along theside of the standard-to a=point nearer the bottom in sliding contact with the side' frame at-the bottom -at'30. Thisrlever carries a lug 31, preferably rectangular, Which-engages in-a notch 32, cut in the end face a of *the driving bar 3. When th'efpartsare 1n the1rnormal -pos1t1onw1th'the sleeve 21,:carrymg-the arm 25,'in its normal position, the lug 3l on the lock ilever :29, is in engagement with the notch 32, 'on the driving bar, --so that if for any reason the driving mechanism should fail to disconnect, or the=brake fail-to operate thelockleverQ-Q, wlllsecurely loclrthe driving-bar 3, to-the frame, and the knifebar and clamp will 'bezprevented from descending.

In order bearing surface 33, which engages the side of thelockbar 29, so that whenever the machine is-startedin the-usual way as above described, the arm 25, will contact with the lock lever 29,:andWVithdraw the lug 31, from engage- -ment with the notch on the driving bar, and
during thedescent of the driving bar, the lug 31, will have a sliding contact with the driving bar. At the end of the up stroke the lock lever will fall into locking position to lock the drivingbar-inthe event of any overthrow.
Having thus described -my invention What I claim-as new and'desire to 'secureby Letters Patent, is:
1. :In a paper cutting machine, a-starting lever, means to prevent actuation-of'thelever, mechanlsm for releasing the same, a
separate locking lever to lock the machine positively, and means for unlocking'saidlock lever upon the operation of the releasing mechanism. I
2. In a paper cutting machine,in combination with-their-ame and a driving-bar for the knife mechanism, of a starting lever, 'means to'prevent actuation of thezlever, mechanism for releasingthe same, a-separate lock lever pivoted to the'frame andengaging the driving bar to lock the machine positively and -means for unlocking said lock lever uponthe operation of the releasmg mechanism.
3. Ina paper cutting-machineyin combination with the frame and a drlvlng bar for the knife =n'1echanis1n, of a starting lever, means in'the pathway oi said driving barto prevent operation of the starting lever, a separate lock'lev'er pivoted to thefrarne and engaging said driving bar to lockthe machine positively and means forrel'easing'saidlock lever andthe starting lever simultaneously.
4. In a paper cutting machine-incombination with the-frame and a drivingbar for the 'lmife mechamsm, ota starting'lever, rock shaft operatedthereby, sleeve "feathered on said-shaft'carrying anarm in the-pathwayof said a driving bar, a separate-lock lever pivoted'to the frame in contactwith said arm and engaging said driving "bar to positively lock the machine andconnecting=mechanisrn intermediate said sleeve and starting lever, whereby the-driving 'barand the lock lever -1nay be simultaneously released.
