The projecting peripllieral portion or flange 15 of the cap is cut away at 16 to expose the outer ends oi' the discharge-ap-I ertures 13, and the depending annular iange is also cut away at 17 to expose the inner pore tions of the said apertures. The cap is adapted to be partially rotated to cover and uncover the apertures 13. When the apertures 13 are covered a double cut-off is provided, as the said apertures are covered at their inner portions by the depending annular iiange 14 and at their outer ends by the projecting peripheralportion 15.
The rotary movement of the cap is limited by a vertical rib 18, arranged on the inner face of the body and preferably formed integral with the same and extending into the cut-away portion 17 of the depending annular flange TOO IOS

The end walls of the recess or cutaway portion are arranged to engage the rib to form stops for the cap, which is provided with a projecting handle portion 19, by means of which the cap may be readily rotated to cover and uncover the discharge-apertures.

Having thus fully described my invention, .what I claim as new, and desire to secure by Letters Patent, .is-
1. A device of the class described, comprisinga body, a cap mounted for rotary movement on the body, and a spring mounted on the body and extending over and engagingthe cap and movable into and out of engagement with the same, the en aging portion ofthe spring forming a, pivot vor the said 2. A device of the class described, comprising a body, a cap mounted on the body for rotary movement and provided with a central depression or concavity forming a bearing, anda spring pivotally mounted on the body and extending upwardly and inwardly over the cap. and provided at its upper end with a head fitting in the said bearing to form a pivot for the cap, said spring serving to retain the cap on the body and being adapted to ,be swung out of enga ement with the former to permit the removal of the same. 3. A device of the class described, comprising a body having an exterior recess, a band secured tothe body and arranged on the exterior thereof, and having a recess located opposite that of the body, a cap, and a springr extending between the band and the body and having a lug or projecting portion operating in the said recesses, said spring being extended upwardly and inwardly over the cap and engaging the same to retain the cap on the body, said s ring being also adapted to be swung into an out of engagement with the cap.
4. A device of the class described, comprising a body provided at its inner face with a groove extending downwardly from the upper edge of the body and forming a dischargeaperture, and a rotary cap havin a depending flange spaced from the perip ery of the cap and arranged to cover the inner side of the said aperture, and carried to and from such position by the rotary movement of the cap, the outer portion of the ca being arranged upon the upper edge of tliie body for closing the aperture at the to and being cut away to provide an opening or exposing the aperture.
5. A device of the class described, comprising a body provided at its inner face with a groove arranged at the upper edge of the body to form a discharge-aperture, and a rotary cap arranged on the upper edge of the body and having a substantially annular flange extending into the same and cut away to expose the aperture, said flange being also arranged t0 cover the inner side of the aperture, and the said cap being also cut away at the outer edge to provide an opening for exposing the aperture.
6. A device of the class described comprising a body provided at its inner face with a groove arranged at the upper edge of the body to form a discharge-aperture, a rib also arran ed at the inner face of the body and space from the groove, and a rotary cap fitted upon the body and having a depending substantially annular flange arranged within the body, the outer edge of the cap and the adj acent portion of the flange being out away to expose the said aperture, and the said rib extending into the cut-away portion of the flange and forming a stop for limiting the rotary movement of the same.
