POLICEMANS NIPPERS.

To aZZ whom it may concern:
Be it known that I, JOHN M. MIToHELL, residing at Waterbury, in the county of New Haven and State of Connecticut,have invented certain new and useful Improvements in P- licemens Nippers; and I. do declare the following to be a full, clear, and exact description of the same, reference being had to the accompanying drawings, which form a part of.this specification.
My invention relates to an improvement in policemens nippers, the object being to produce an article which shall be simple and durable in construction and efiicient in use. WVith these ends in view my invention consists in policemens nippers having certain details of construction and combinations of parts, as will be hereinafter described, and pointed out in the claims.
In the accompanying drawings, Figure 1 is a plan view of my iinprovement,which is shown in its open adjustment, and Fig. 2 is a similar View thereof in its closed adjustment and with one side of the stock or frame broken away.
Myimproved device consists, essentially, of jaws A,each of which is provided with an arm, B, of a stock or frame consisting of two sections, 0, of a handle consisting of a stationary section, D, and a movable section, E, of similar shape, and of means for connecting the arms of the jaws with the movable section of the handle for actuating the said jaws in opening and for locking them upon the wrist. The said jaws, which are shaped to the contour of the Wrist, are fulcrumed between the outer ends of the sections of the stock by means of a pin, F, mounted in the said ends of the sections, and extending through the perforator and interlocking bearings G, with which the jaws are provided. The arms of the jaws eX- tend rearwardly and outwardly, and are connected with the movable section of the handle by means of links H and a movable and ratcheted bar, I, located between the sections of the stock and secured to the said section of the handle. The links are pivoted to the arms and to the bar, and form a toggle-connection, in virtue of which the jaws may be closed to- 5o gether with great force by retracting the movable section of the handle, which section is adapted to slide upon the stock, to which latter the stationary section of the handle is rigidly secured. The handle formed by the de scribed arrangement of a movable and sta- 5 5 tionary section is especially well adapted by its shape for grasping firmly, and the mode of operating the movable section directly toward and away from the other is easy and enables great power to be applied.
The spring for actuating the jaws in opening is secured to the stock in position to be in closed and protected by the two sections of the handle, and to impinge against the movable section thereof, so as to exert a constant tendency to move it and the bar outward, and thus open the jaws. This tendency of the spring to open the jaws is normally resisted by a pawl, J, fulcrumed between the two sections of the stock upon a pin, K, actuated bya spring, L, and arranged to engage with the ratcheted face M of the bar. For the purpose of permitting the jaws to open under the influence of the spring, the tail of the pawl is depressed, so as to disengage it from the ratcheted face of the bar. Then as the jaws are closed together by the retraction of the movable section of the handle the pawl is allowed to click upon the ratcheted face of the bar, and it will engage therewith and lock the jaws against opening at any point within the range of the ratchet. For the purpose of assisting the holding of the bar in place between the sections of the stock, and for relieving the friction incurred by the operation of the device, a roller, N, j ournaled in the stock, as shown, is employed, and for the better holding of the prisoner the inner face of one or both of the jaws may be serrated, as at 0, if desired.
.Having fully described the construction of go my improvement, I will now proceed to explain the method of operating it.
The pawl is first depressed for permitting the opening of the jaws under the influence of the spring. Thejaws are then applied to the 5 wrist and closed by the retraction of the movable section of the handle, which is done by the fingers of the hand holding the device. As soon as the jaws are sufficiently clamped upon the wrist the retraction of the movable section [00 of the handle is stopped, and the pawl at once acts to engage with the ratcheted bar, and thus lock the jaws against opening. To remove the nippers, the pawl is depressed as above described for opening the jaws. All of the manipulations of the nippers in applying and removing them are easily performed by the hand in which they are held. When applied, the leverage afforded by their peculiar construction enables the offender to be controlled with the minimum of difliculty.
It is apparent that some changes may be made in the construction shown and described without departing from the spirit and scope of my invention; and I would therefore have it understood that I do not confine myself to it, but hold myself at liberty to make such alterations as fairly fall within my invention.
Having fully. described my invention, what I claim as new, and desire to secure by Letters Patent, is-- 1. In policemens nippers, the combination, with a stock provided with a handle, of jaws pivoted to the stock and each provided with an arm, toggle mechanism, and connections for operating the jaws through their arms, and de vices for opening and for locking the j aws, substantially as set forth.
' 2. In policemens nippers, the combination, with a stock provided with a handle having a movable section, of jaws pivoted to the stock and each provided with an arm, and operating mechanism connecting the arms of the jaws and the movable section of the handle, substantially as set forth.
3. In policemens nippers, the combination,
with a stock provided with a hand-le ofjaws pivoted to the stock and each provided with an arm, mechanism for closing'the jaws, a spring for opening them, and a pawl for looking them, substantially as set forth.
4.. In policemens nippers, the combination, with a stock provided with a handle having a movable section which slides upon the stock. of jaws pivoted to the stock and each provided with an arm, a bar secured to the movable sec tion of the handle and provided with a ratchet, toggle-connection between such bar and the arms of the jaws, a spring inclosed by the handle and arranged for opening the jaws, and a pawl engaging with the ratchet for locking the jaws, substantially as set forth.
5. In policemens nippers, the combination, with two jaws, either or both of which have their inner faces serrated, of means for operating the jaws, substantially as set forth. I 6. In policemens nippers, the combination, with a stock, of a handle located upon one of its ends and having a movable section, jaws pivoted to the opposite end of the stock, and
each provided with an outwardly-extending arm, and toggle mechanism and connections between the movable section of the handle and the arms of the jaws for operating the jaws, substantially as set forth.
