The upper end of thecontrollingrod 21 is forked as at 23 and has connection with the locking arm 24 of the slidingactuating member 25, whichactuating'member 25 is provided with suitable markings on the surface thereof, which markings coiiperate with certain markings provided on the mouth frame so that the actuating member 25 may bemoved to a predetermined position to cause the lug 19 to be moved to a position in registry with the opening 18.

At the opposite end of the'mouth frame, isa similar actuating member 26 which is also provided with graduations, and this actuating member 26 is provided with a locking arm 27 which has pivotal connection with the controlling rod 28 that has connection with the rod 29 through the turn buckle 30, in a manner topermit therods 28 and 29 to be adjusted with relation to each other to change the distance of movement of the rod 29 to accomplish the unlocking of the satchel.

Embracing the rectangular frame 11, is a frame 31 which has its free ends formed into'locking pins32, which locking pins 32 are disposed in suitablespaced relation with each other to cooperate on opposite sides of the thumb bar 12.

' I Provided in opposed side edges of the thumb bar 12, are the openings 33 adapted to receive the locking pins 32 for locking the thumb bar 12 against reciprocating movement within the mouthframe to prevent the operation of the latch. From. the

foregoing it will be obvious that if the actuating member 26 is moved to a position so that the locking pins 32 will lie in positions in close proximity with the side edges of the thumb bar 12, the thumb bar 12 maybe U depressed to disengage the lugs 16 fromtheir keepers 17, but if the actuating member 26 is moved beyond a predetermined distance, in either direction, one of the pins 32 will seat in one of the openings 33 to cause'the locking of the latch bar 12 inthe 7 'position as indicated by Fig. 1 of the drawing;

In the operation of the device, the turn buckles 22 and 30 are adjusted to predeter- V mined positions, so that when predetermined indications on the actuating members 25 and 26 are in, registry with certain indications of the mouth frame, the locking arms-2d and 27 are-moved to positions in registry with the openings 36, and the locking pins 32 are in positions adjacent the side edges of the thumb bar 12. The lug 19 is now in a position in registry with the opening 18, and the thumb bar 12 is free to move downwardly to disengage the lugs 16 from their keepers 17, thus permitting-the mouth of the satchel'to be opened.

4. In combination with the opposed sections of a mouth frame, of a satchel, a latch including a metallic frame carried by one of the sections, a plate carrying-locking lugs supported Within the frame, keepers carried by the opposed section and adapted to receive the locking lugs, means for normally urging the locking lugs to positions 'Within the keepers, a thumb bar having connection with the plate for moving the plate in one direction, means cooperating With the plate for restricting movement thereof, and means cooperating With the thumb bar for further restricting movement of the plate.

5. In combination with the opposed sections of a mouth frame of a satchel, a latch,

including a metallic frame carried by one of the sections, means carried by the frame for supporting locking lugs, keepers carried by the opposed section and adapted to cooperate with thelocking lugs for securing the sections together, actuating mem bers carried by one of the sections, adjustable slotted keepers carried by the opposed section, each of the actuating members 111- cluding a loclnng arm adapted to operate in the slotted keepers, for securing the sections together adjacent the ends thereof, a a
