Specification of Letters Patent.

Application filed August 7, 1916. Serial No. 113,619.
To all whom it may concern:
Be it known that I, ARTHUR ALLEN FAIR- CHILI), a citizen of the United States, residing at Phoenix, in the county of Maricopa and State of Arizona, haveinvented certain new and useful Improvements in Filing Devices; and I do declare the following to be a full, clear, and exact description of the invention, such as will enable others skilled in the art to which it appertains to make and use the same.
This invention relates to improvements in filing devices.
The object of the invention is to provide a simple and eflicient device of this character so constructed as to render it impossible to surreptitiously remove an article filed thereon without the fact being disclosed on an inspective of the removed article.
WVith the foregoing and other objects in view, which will appear as the description proceeds, the invention resides in the combination and arrangement of parts and in the details of construction hereinafter described and claimed, it being understood that changes in the precise embodiment of the invention herein disclosed may be made within the scope of what is claimed without departing from the spirit of the invention.

The device constituting this invention comprises a filing device or binder in the form of a U-shaped frame 1 having longitudinally extending sockets 2 at the free ends of the legs thereof to receive fastening elements for securing the frame in position on a support S. The leg 3 of this U-shapeol frame is provided on its inner face with a plurality of longitudinally spaced sockets 1- which are preferably threaded and are designed to receive the threaded ends 5 of article receiving and supporting rods 6 any desired number of which may be employed, three being here shown. The other leg 7 of the U-shaped member is provided with transversely extending apertures 8 which are alined with the sockets 4: in the leg 3 and through which the rods 6 are designed to pass. These rods 6 are preferably provided at their outer ends with kerfed heads 9 to facilitate their insertion and removal, the
V apertures 8 having flared seats 10 on the shoulder 11 is designed to form a stop for a' pivoted cover member 12, here shown in the form of a strip pivotally connected at its inner end by a pintle 13 to the cut away portion of the leg 7 adjacent the inner end of said portion. This strip 12 has the terminal of its inner end inclined to conform to the inclination of the shoulder 11, so that when the strip is swung into closed position, this lnclined end will abut said shoulder and hmit the closing movement of the strip which, when so closed, has its outer face arranged fiush with the outer face of the larger portion of leg 7 although it need not necessarily be so formed.
This aperture covering strip 12 is pivoted to swing laterally from the front to the rear of leg 7 and is adapted to be held in closed position by a screw 14 carried by the strip 12 and designed to engage a socket 15 formed in the reduced portion of leg 7. The strip 12 and the reduced portion of leg 7 are provided with registering apertures 16 and 17 which are designed to receive the shackle of a padlock (not shown) whereby these parts are secured in locked position to prevent the unauthorized opening of the cover member 12.
In the use of this invention, when it is desired to file a document or other article on one of the rods 6, the padlock is disengaged from the members 12 and 17 and the screw 14: is loosened to separate it from the socket 15. The member 12 may then be swung laterally into the position shown in Fig. 2 to permit withdrawal of one or all of the rods 6 as may be desired and the articles to be inserted are strung on these rods and after being so mounted, the rods are replaced in the sockets 4; and the strip 12 swung back into closed position and secured by the screw 1 1- and the padlock. It will be obvious that when the parts are so arranged that no article can be removed from one of the rods 6 except it be torn therefrom and an inspection of the article would immediately disclose the fact that it had been removed in this manner. articles may be removed by an authorized. person having the key to the padlock without tearing the article.
