A concentrating panel comprising: a concentrating element having a recess disposed in a light incident surface of the concentrating panel. The light concentrating plate of claim 12, wherein the concave portion is for accommodating a light emitting diode element. 14. The concentrating sheet of claim 12, further comprising: a plate having a perforation, the concentrating element being disposed in the perforation. 15. The concentrating sheet of claim 12, further comprising: a plate body, the concentrating element being integrally formed with the plate body. The concentrating sheet of claim 12, wherein one of the bottom surfaces of the recess is a convex surface. 17. The concentrating sheet of claim 12, wherein one of the bottom surfaces of the recess has a Philippine texture. 18. The concentrating sheet of claim 12, wherein the concentrating element has a light exiting surface disposed opposite a bottom surface of the recess. 19. The concentrating panel of claim 18, wherein the illuminating mask has a Fresnel pattern. 15
