단말이 기지국으로 UEAssistanceInformation을 전송하는 단계, 상기 UEAssistanceInformation은 단말이 요청하는 상태와 관련된 정보를 포함하고, 상기 단말이 요청하는 상태는 제1 상태이고,
단말이 UEAssistanceInformation의 전송을 시작한 후 제1 타이머를 시작하는 단계를 포함하고,

기지국으로 UEAssistanceInformation을 전송하고, 상기 UEAssistanceInformation은 요청하는 상태와 관련된 정보를 포함하고, 상기 요청하는 상태는 제1 상태이고,
UEAssistanceInformation의 전송을 시작한 후 제1 타이머를 시작하도록 설정되고,
상기 제1 타이머가 만료되면 단말이 제2 상태로 천이하고,
제1 핸드오버가 완료된 후 단말이 상기 제1 타이머를 재시작하고, 제1 핸드오버는 reconfigurationWithSync를 포함한 RRCReconfiguration 수신과 관련되고,
제2 핸드오버가 완료된 후 단말이 상기 제1 타이머를 재시작하지 않고, 제2 핸드오버는 MobilityFromNRCommand 수신과 관련되는 것을 특징으로 하는 단말. - 삭제
