Le dispositif (10) de fabrication comprend : un dispositif (11) de nappage réalisant une nappe (12) de fibres ; un dispositif (14) de bouclage propre à générer des ondulations ; en sortie du dispositif de bouclage (14), une bande équipée de brosses (18) ; un dispositif (30) de dépôt d'un substrat (32) sur les ondulations ; suite au dispositif de dépôt (30), un dispositif d'aiguilletage (24), comprenant un premier ensemble de premières aiguilles (26), disposé en regard de la bande (18) et déplaçable vers cette bande (18) pour faire pénétrer les premières aiguilles (28) dans les brosses ; et, entre le dispositif de bouclage (14) et le dispositif d'aiguilletage (24), un dispositif d'insertion (22) comprenant un second ensemble de secondes aiguilles (28), disposé en regard de la bande (18) et déplaçable vers cette bande (18) pour faire pénétrer les secondes aiguilles (28) dans les brosses de la bande (18).
