The fuel pellets contain a hybrid combustible absorbent which moderate the rate of combustion, consisting of gadolinium oxide in amt of 1-20 wt% and 0.02-1% boron carbide particles of 20-100 microns dia. The pellets are coated with a layer 0.5-10 microns thick of material impermeable to helium gas.
