本申请实施例公开了一种系统消息的指示方法、装置及系统，涉及通信技术领域，用于降低终端设备更新系统消息的时延，降低功耗。该方法包括：网络设备生成通知信息，该通知信息用于指示第一信息的状态信息，第一信息包括第一系统消息中至少一个比特，第一信息包含的比特数小于所述第一系统消息包含的比特数；网络设备向终端设备发送该通知信息。本申请实施例应用于系统消息的变更过程中。
