IN ACCORDANCE WITH THE PRESENT INVENTION, A TERMINAL DETERMINES THE NUMBER N OF UPLOADING LINK CONTROL SIGNALING BITS TO BE TRANSMITTED; THE TERMINAL DETERMINES THE NUMBER OF FIRST RESOURCES ACCORDING TO AN OBJECTIVE CODING RATE AND N; THE TERMINAL DETERMINES THE AMOUNT OF RESOURCES ACTUALLY USED ACCORDING TO THE AMOUNT OF THE FIRST RESOURCES AND THE AMOUNT OF PRE-CONFIGURED RESOURCES; AND THE TERMINAL TRANSMITS THE UP LINK CONTROL SIGNALING BY MEANS OF THE NUMBER OF RESOURCES ACTUALLY USED.
