WHY IS THE HAVANA FOUR-WAY INTERSECTION CHAOTIC? WHY IS THE ROAD CONSTRUCTION TAKING SO LONG? This is a question many residents and motorists are asking. Today, the Parliamentary Standing Committee on Urban and Rural Development and Land Reform visited the City of Windhoek to get answers firsthand. The congestion around the Havana four-way intersection remains a major concern. However, the delays are not simply a matter of construction taking longer than expected. The City explained that some households have refused to relocate, despite relocation arrangements being put in place and essential services being provided at the designated relocation areas. Informal traders have also raised concerns because they currently operate along the main road and fear losing customers if they are moved away from their existing trading points. The plan is to temporarily accommodate the traders at a nearby location while the Monte Christo Community Market is constructed. The challenge is that informal trading activities currently taking place within the road reserve are obstructing construction works and contributing to delays in completing the road. The road project is also part of a much broader development programme for Havana. The City plans to invest N$110 million in Havana Extension 8 and N$62 million in Havana Extension 11. Land servicing is planned for 2026-2027, followed by the planned construction of 425 low-cost housing units in 2027-2028. In the meantime, the City can deploy City Police traffic officers to help maintain law and order and manage traffic at the Havana four-way intersection. However, this can only provide temporary relief. The congestion problem will persist if the road construction is not completed. After efforts to facilitate voluntary relocation, the City is now pursuing the legal route to address outstanding relocations and make the required areas available for development. As part of today’s visit, the Parliamentary Committee, together with the City Mayor, councillors, CEO and officials, visited both the Havana road construction site and the relocation areas in Extensions 8 and 11. The Committee assessed the services available to residents and sought to better understand the challenges affecting the project, including the relocation process and community concerns. Committee Chairperson Hon. Werner Iita said the Committee was satisfied with the progress made and the plans in place for essential services at the relocation sites. The visit has given the Committee a clearer understanding of why construction has taken longer, why congestion persists, and what is holding back the project. The Committee will now consider how it can support the City in addressing these bottlenecks and moving the project forward. The bottom line is: the City wants the road completed, congestion eased, and development to move forward. But for this to happen, the spaces required for construction and development must be made available.

He encouraged staff to serve with purpose, leave a lasting legacy, and contribute to the growth and development of Windhoek. Guest Speaker Hilda Basson highlighted that the employees being recognized are individuals who live their purpose and add value to the organisation every day. She encouraged all staff to go beyond simply fulfilling their job descriptions and to strive to make a meaningful difference in the lives of the residents they serve. She emphasized that true impact comes from showing up with purpose, adding value, and going the extra mile without expecting anything in return. Windhoek and Rehoboth Strengthen Ties Through Continued Municipal Cooperation. The Mayor of Windhoek, Cllr Sakarias Uunona, today welcomed the Mayor of Rehoboth, Cllr Jacky Jackson Khariseb, and his delegation for a courtesy visit aimed at strengthening cooperation and deepening the longstanding partnership between the two local authorities. Mayor Uunona highlighted the importance of continued collaboration between local authorities, emphasizing that the sharing of knowledge, expertise and resources is key to addressing common challenges and improving service delivery. Discussions focused on areas of mutual interest, including housing, emergency services, law enforcement, waste management, sanitation, sports and youth development. Mayor Khariseb expressed appreciation for the partnership and reaffirmed Rehoboth Town Council's commitment to strengthening cooperation for the benefit of both communities. Building on a friendship agreement first signed in 2003 and most recently renewed in 2023, the visit concluded with a shared commitment to advancing practical, mutually beneficial initiatives that support sustainable development in Windhoek and Rehoboth.  

MEDIA RELEASE | The City of Windhoek will implement its Heavy Vehicle Access and Permit System effective 1 September 2026 to regulate heavy-vehicle movement on the City's urban road network. Enforcement measures, including fines for non-compliance, will commence on 1 October 2026.
