Building strong institutions means continuously learning, exchanging and staying connected to what is happening on the ground.  📖 With the support of FELICITY II, representatives of Moldova’s Ministry of Energy of Republic of Moldova and the National Center for Sustainable Energy / Centrul Național pentru Energie Durabilă are strengthening their knowledge, exchanging directly with practitioners and seeing first-hand how energy policies translate into real-world solutions. The programme provides technical and analytical assistance to municipalities to help them design and implement climate-friendly investments in water supply, wastewater management, and energy-efficient buildings. FELICITY II is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in cooperation with the European Investment Bank (EIB) and with the support of The Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety, under the framework of the International Climate Initiative (IKI).

💻 Connecting Moldova with Europe's digital innovation ecosystem Moldova's first and currently only European Digital Innovation Hub (EDIH) is actively engaging with the European EDIH community - exchanging experience, building partnerships and exploring new opportunities for cooperation. 📍 The recent participation of EDIH of Moldova at Digital Week Dortmund, together with 19 EDIHs from 15 European countries, is a great example of how cross-border exchange can open new pathways for collaboration and digital transformation. What changes when several communities choose to work together? Over the course of three days, in Ungheni, Leova and Călărași, mayors from these districts met with Mike Münzing, Mayor of Münsingen, Germany, for an exchange of experience on local administration, public services and development. Münsingen brings together 14 localities within a single administrative structure, and its experience was discussed in the context of the amalgamation of localities in Moldova. Beyond figures and administrative structures, the discussion focused on the things that matter in everyday life: how services are organized, how decisions are made, how investments are planned and carried out, and, above all, how different communities can move in the same direction. The visits were organized as part of the project "Strong Public Services for Local Communities in Moldova," funded by the German Government and implemented by GIZ Moldova.

On 17 and 18 September 2026, 48 representatives of local public authorities from across the country, representing 24 municipalities and four district councils, took part in a training course dedicated to municipal bonds. Participants examined the key stages involved in issuing municipal bonds, while practical examples demonstrated how careful planning and the right financial instruments can help move local projects from planning to implementation. The training was organised as part of the #LEEN Moldova programme, implemented by #AEER and supported by the German Government through GIZ Moldova. 💡 Find out more! What are municipal bonds? Put simply, a municipal bond is a form of borrowing through which a municipality raises funds from investors to finance public projects, such as roads, schools or other infrastructure. In practice, an individual or institution provides funds to the municipality by purchasing a bond. The municipality then commits to paying interest over the agreed period and repaying the amount borrowed at the end of that period.

More than 90,000 citizens of the Republic of Moldova and refugees from Ukraine - mostly women, children, and adolescents - have benefited from access to a more inclusive and accessible social protection system thanks to the support provided by the German government. ✅️ An important occasion to discuss this transformation was the National Forum of Social Protection Professionals, which brought together over 1,800 professionals, representatives of public authorities, international organizations, civil society, academia, and development partners. 🤝 German cooperation, through GIZ Moldova, is contributing to the modernization of social services by renovating and equipping institutions, developing community-based services and mobile teams, and strengthening the professional skills of social workers. Fifty-one social institutions and facilities in rural areas have already benefited from such investments, and the social and medical day centers in Ungheni and Tighina provide services to people in need of long-term care. Together, we are building a system where every person matters and where no one is left behind. Good news from #Edineț! Together with the Norwegian Embassy in Chişinău, the #E4M project team has supported the residents of a small apartment block by funding the preparation of the technical design documentation required to apply for financing through the Residential Energy Efficiency Fund (#MREEF), implemented by the National Center for Sustainable Energy / Centrul Național pentru Energie Durabilă. As part of this process, the energy-efficiency measures required for the building were identified. These include insulating the external walls and roof, renovating the roof structure, replacing and properly sealing windows in the communal areas, and installing a heat-recovery ventilation system. The technical documentation was prepared with financial support from 🇳🇴 Norway and the 🇩🇪 German Government through the #E4M project, implemented by GIZ Moldova. This initiative forms part of a pilot project supporting the energy renovation of up to five small apartment blocks across the Republic of Moldova!🇲🇩

📢 A new series of training sessions for civil society organisations (CSOs) in the Republic of Moldova was launched on 16 September. Organised in cooperation with the State Chancellery, the training series aims to support CSOs in strengthening their capacity to access public funding. The first sessions, held on 16–17 September, focused on the 2% designation mechanism. More than 40 organisations learned how the mechanism works and explored key aspects to consider when making use of it. Representatives of the Public Services Agency and the State Tax Service also took part in the sessions, providing explanations and answering participants’ questions. Between September and November, around 200 CSOs will benefit from training and mentoring aimed at strengthening their capacity to access public funding. CONTACT Center is the implementation partner for the training programme. The activity is carried out within the framework of the project “Strengthening Civil Society in the Eastern Partnership”, funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented in cooperation with the State Chancellery.
