“Iraqi founders, Iraqi teams, Iraqi drivers – alongside German investors who believed in this market early.” These words from Dr. Daniel Krebber, German Ambassador to Iraq, at BALY’s 5th anniversary celebration capture what Iraqi-German economic cooperation can achieve when it is built on trust and long-term commitment. Five years ago, Baly was launched with a simple idea: make daily life easier. Today, it has more than two million active users and holds around 80% of Iraq’s ride-hailing market. We have been part of Baly’s journey at an early stage. We supported the company through market assessments and helping Iraqi youth who completed advanced digital skills training secure internships at Baly. We also gathered input from Baly, alongside other Iraqi companies, to help shape our digital skills programmes. This is at the heart of what we work toward: collaborating with companies like Baly to create more job opportunities and equip jobseekers with the digital skills that Iraq’s economy needs. What does it take to make it easier for entrepreneurs in Iraq to formalise and grow their businesses? For many, the answer begins with a business environment that is easier to navigate. According to the World Bank's Business Ready 2024, registering a business in Iraq takes around 21 days and costs more than 70% of average annual income. But improving the business environment requires more than information about procedures. It requires dialogue between the businesses navigating the system and the institutions responsible for it. Together with the Baghdad Chamber of Commerce and the Bildungswerk der Bayerischen Wirtschaft (bbw-Gruppe), we support this dialogue by bringing entrepreneurs and relevant public and financial institutions to the same table. In a recent exchange, start-up owners shared their experiences directly with representatives of the Registrar of Companies, the Banks Association and the Notary Public. Their perspectives highlighted challenges across the registration journey, from company documentation and notarisation to opening a bank account and understanding fees.The results of this session are now being compiled into a written record and will be submitted to the relevant institutions. When businesses and institutions listen to each other, practical challenges can become starting points for change. Fair competition is an important part of Iraq’s economic development. It gives businesses a fair chance to compete, innovate and grow. On 31 August, the Competition & Antitrust Council brought together policymakers, experts and researchers for the Third Annual International Competition Conference. The conference focused on practical challenges and solutions to strengthen competition in Iraq. GIZ supports the Council in strengthening its capacity and developing evidence-based competition policies. This includes technical advice, training and knowledge exchange. The support helps address barriers to markets, unfair monopolistic practices and challenges faced by SMEs and start-ups. The conference also provided a platform to exchange knowledge on competition law, market regulation and new challenges in digital markets. Participants discussed barriers that can make it harder for SMEs and start-ups to enter and compete in the market. This work supports a stronger economic policy framework and a more competitive business environment in Iraq. 🎉GIZ’s Iraqi-German Centre for Jobs, Migration and Reintegration (GMAC) has officially opened a new office at the Ministry of Migration and Displaced (MoMD) in Baghdad. The office is part of a GIZ-constructed building funded by Germany. It provides a dedicated space for MoMD to strengthen services under the National Referral Mechanism (NRM) and work more closely with partners to better support people affected by migration. Sustainable progress depends entirely on the energy and potential of the next generation. In Iraq, one of the youngest countries in the world, young people are already turning that potential into skills, ideas and the businesses that will build a stronger economy.    This #InternationalYouthDay, we joined the Youth Day celebration hosted by the Ministry of Youth and Sports (MoYS), together with UNICEF.   During the event, the Ministry highlighted its cooperation with international partners to support young people with skills, opportunities and platforms to build their future and shape their communities.   Our long-standing partnership with MoYS showed in the stories young Iraqis from different governorates shared about their own journeys — from landing jobs through the annual job fairs, to growing their own businesses through business development programmes, to strengthening their CVs through life skills training at the Ministry's youth centres.     Our work extends beyond direct support for young people to strengthening the economy they will build their futures in. We work with chambers of commerce, business associations and NGOs to expand advisory and business development services for enterprises, including women-led businesses. We also support private sector organisations to bring evidence-based proposals into government reform processes, so economic policy is shaped by the people it affects.    Iraq's future goes beyond oil. That takes capable institutions. It takes a private sector ready to create jobs. Iraq is continuing to strengthen its efforts to combat money laundering, terrorist financing and proliferation financing as part of wider reforms to build a more secure, transparent and internationally aligned financial system. By strengthening institutions, modernising regulatory frameworks and introducing digital solutions, Iraq is taking concrete steps to protect its financial system from illicit use and meet international standards.  A key development is IQ TFS, Iraq’s centralised online application for Targeted Financial Sanctions. Accessible via desktop and mobile devices, the system provides real-time sanctions notifications to financial institutions, supervisory authorities, designated non-financial businesses and professions, and relevant law enforcement agencies. This significantly reduces previous delays in communicating sanctions information and enables institutions to take timely action in accordance with Financial Action Task Force (FATF) standards and relevant United Nations Security Council obligations.  Working with Iraqi partner institutions, we also provide technical and advisory support to strengthen the regulatory and operational framework for targeted financial sanctions, asset freezing and confiscation. This includes strengthening procedures, institutional responsibilities, inter-agency coordination and operational tools to identify, freeze, manage and, where legally applicable, confiscate assets connected to serious financial crimes.  IQ TFS is therefore more than a digital application. It represents one element of Iraq’s broader efforts to strengthen financial integrity, transparency and institutional capacity. As climate change and rapid urbanisation continue to shape Iraq’s cities, local governments face growing pressure to provide reliable, accessible and climate-responsive public services. Provincial and municipal administrations are increasingly called upon to manage complex needs and priorities – from water supply and infrastructure to efficient and inclusive administrative services. Building on long-standing engagement in decentralisation and inclusive local governance, we are deepening our cooperation with our Iraqi partners. While strengthening governance structures remains at the core of our work, we are now placing a strong focus on inclusive, climate-resilient urban planning. At this stage, we are working closely with our governmental partners to jointly shape the implementation of the CITIES+ project. We are aligning priorities, defining areas of cooperation and laying the foundation for the project's activities. Planned activities include the use of digital tools and stronger feedback mechanisms, strengthening existing capacities in urban planning and supporting transparent, climate-sensitive budgeting and investment planning. At the core of CITIES+ is a shared commitment to collaboration. As Stephan Huppertz, Head of Project, notes: “The challenges facing Iraq's cities cannot be addressed by one institution alone. Through CITIES+, we are bringing together national and local partners to jointly shape practical, climate-resilient solutions that improve the lives of citizens and support sustainable urban development.” Previous cooperation has strengthened governance structures at subnational level, improved local service delivery and contributed to greater social and economic stability in communities.
