Added LOKO_LIBRARY_FILE_EXTENSIONS to lib-man

Added the LOKO_LIBRARY_FILE_EXTENSIONS as discussed in the loko IRC channel. As usual it is a colon separated list of extensions.

I am agree with the contribution guidelines.
