What

This MR remove the rollup node protocol plugin for Nairobi (17).

Why

We can replay Etherlink mainnet since genesis with protocol plugin Oxford. We give up on being able to replay etherlink testnet on ghostnet but it's a small sacrifice as the plugin has a lot of quirks that make it different from the others.
