DAL/Rollups: document the two tests made in may_be_valid_in_our_range_of_lags with min/max lag

Add a doc-string to explain why two tests are made in the may_be_valid_in_our_range_of_lags function to decide (as an overapproximation) if a DAL slot could be imported or not.
