This MR migrates the Etherlink storage to remove the /evm/world_state/base_fee_per_gas path.

Why

Following !15574 (merged) and !15609 (merged) (on which this MR is stacked), this path is not used nor maintained by the kernel anymore.

Provide automatic testing (see the testing guide).
For new features and bug fixes, add an item in the appropriate changelog (docs/protocols/alpha.rst for the protocol and the environment, CHANGES.rst at the root of the repository for everything else).
