Kernel/EVM: pay da fee to sequencer
What
We credit the da fee to the sequencer pool address - allowing the sequencer to withdraw the funds (possibly with logic behind a smart contract in future).

Why
In order to allow the sequencer to cover the cost of posting data to the L1.
How
We increase the balance by the calculated da fee. If no sequencer pool address is set, we burn the fee instead.
