Update to InSim 10 for LFS 0.8B

This MR adds support for InSim version 10, as available in the public tests for LFS 0.8B. InSim 10 is semi-compatible with InSim 9 (from InSim 9, some packets are unavailable and others use hundredths instead of milliseconds).

Note that this only adds the bare minimum compatibility, and layout objects especially are not up to date with 0.8B.
