WIP: add tests for libvdwxc; add libvdwxc to build system

Description

Integrate libvdwxc with build system. This adds an m4 file for libvdwxc with the option --with-libvdwxc-prefix=<dir>.

Add unit tests of libvdwxc.

Closes: #122 (closed).
