Adding Bulgarian Translation

RacerBG/openmw:bg-translation into master

The translation is for the launcher, wizard and the components only. I left out the in-game strings on purpose because Morrowind does not have an official or even unofficial Bulgarian translation.

I hope I did not miss something.
