Draft: fix frozen animation in dwemer lightning rods
bisect on #7594 found 7142bb4c as the first bad commit. since that was a small diff i reverted the changes and fiddled a bit. turns out, using the old value for higherDistanceToChunk in its second usage fixes the dwemer rods.
i have almost no skills in c++ and don't know the openmw codebase, so i can't say if this is actually a fix or something worse. i just wanted to drop the finding here, hoping it may help. @CedricMocquillon and @AnyOldName3 where involved in the old mr !2459 (merged), do you still remember? does this help?
