fix(docker-build): emit sha-<short>-<arch> tag on push events

metadata-action only generated tags for semver git-tags and PRs.
For push events on main, no tag was emitted -> docker buildx fails
'tag is needed when pushing to registry'. Add a type=sha tag gated
to push events so branch pushes publish immutable sha-<short>-amd64
(matching hanzoai/.github pattern).
