Replace the persisted `active_backend` configuration key with `default_backend` so that switching backends at runtime via `:ViminiBackend` does not modify the global configuration file on disk. Cache the global configuration in memory after startup or reload to avoid redundant disk reads. Enhance the Anthropic backend to support `thinking_budget_tokens` and `max_tokens` validation, paginate model listings, preserve `redacted_thinking` and signed `thinking` blocks in chat history, and automatically resolve or synthesize `tool_result` blocks for unanswered `tool_use` turns to satisfy Anthropic API invariants.
