Make the consent screen text for dynamic scopes customizable with a reference to the dynamic scope parameter #9915

We want to make it possible to choose how to compose the client scope consent screen text with parameters from either the Dynamic Scopes or RAR in the furure.
Based on this PR: #9802, the default format for dynamic scopes' consent screen text is:
<scope_name | scope_consent_screen_text>:<parameter>.
It should be possible to reference the parameter in a different position to create better consent screen texts.
The user should be able to reference a parameter in the text, and have it replaced with the correct value when building the consent screen.
i.e: "Sending {scope_param} USD".
When sending a dynamic scope like: amount:200.
Would be translated at consent screen creation time to:
"Sending 200 USD".
