올리브영 요청 집중으로 공용 릴레이의 분당 예산이 소진되고, GitHub quick 헬스체크는 같은 캐시 결과를 재검사했습니다. HTTP 요청 실패 후 이전 성공 파일을 읽을 수 있는 경우도 수정했습니다.
검증
npm run check: 199개 파일, 2,179개 테스트 통과npm run test:coverage: 문장/분기/함수/줄 모두 100%npm run build, 패키지 dry-run 통과npm audit: 취약점 0개동일 네트워크/HTTP 문맥 없는 CLI 호출은 예산을 공유할 수 있습니다. 기능 저하 표시와 정상적인 보호 429는 계속 남을 수 있으며 전체 외부 서비스 가용성을 보장하지 않습니다.
