소비자별 분당 예산 테스트가 실제 시계를 사용해 CI 실행 중 분이 바뀌면 429 대신 200을 받아 간헐적으로 실패했습니다. 테스트마다 Date.now를 고정하고 다음 분 복구 사례에서만 60,000ms로 전환합니다.
운영 코드·한도·타이머와 기존 검증 조건은 유지합니다. 검증: 집중 7개 및 전체 3,403개 테스트, check/build, 커버리지 네 지표 100%, 독립 리뷰 통과.
