Goal\nCreate a Stage 2 release readiness runbook that defines the local release gate, manual release gates, blocking rules, and release candidate checklist.\n\n## Completion Criteria\n- Document the Stage 2 release readiness scope.\n- Document the local release gate command.\n- Document manual EVS, Apple signing, notarization, Widevine, DRM playback, and release asset gates.\n- Record current local gate status and any external blockers.\n\n## Evidence\nImplemented in the Stage 2 release readiness PR.
