Goal\nRequire the release readiness check in GitHub Actions for main and pull requests.\n\n## Completion Criteria\n- Add a GitHub Actions workflow.\n- Install pnpm and Node in CI.\n- Run pnpm install --frozen-lockfile.\n- Run pnpm release:check.\n\n## Evidence\nImplemented in the Stage 2 release readiness PR.
