Remove lower limit from non-essential-comment sensors #181

Closed

Description

@devill

The TypeScript comment sensor ignores comments under a floor — MAX_SINGLE_LINE_CHARS = 10 for // lines, MAX_BLOCK_CHARS = 15 for blocks (plugins/typescript/src/habit_hooks_typescript/sensors/comment.cjs). The limits were invented by an agent and are contrary to the intent: detect and reject all comments, with very few exceptions — for which snooze also works. Python already counts every comment and docstring with no threshold (9ee2550); bring the TypeScript sensor in line.

Done when: a short // note comment in a TypeScript file is reported as non-essential-comment, matching Python's behaviour.
