What

CVE-2026-111943. The private keys of eight eMudhra intermediate CAs are recoverable from their public certificates (Mozilla bug 2083449). The Rust fixes:

  • RUSTSEC-2026-0382, rustls-webpki 0.103.16. It adds DISTRUSTED_SPKIS (the 8 intermediates: EM{DV,EV,OV}TLSCAG3{B,C} and EMOVCSCAG3{B,C}). Any path through them fails with CertDistrusted, whatever the trust store holds.
  • RUSTSEC-2026-0383, webpki-roots / webpki-root-certs 1.0.10. These drop emSign ECC Root CA - G3 from the bundle.

I diffed the crates to confirm. 1.0.10 removes only G3; emSign Root CA - C1, ECC C3 and G1 stay, which is upstream's choice.

These 11 packages compile a bundled webpki root set that the binary can use by default. Each also has a rustls-webpki older than 0.103.16:

package version rustls-webpki bundled roots notes
uv 0.12.23 0.103.14 → .16 webpki-root-certs 1.0.9 → 1.0.10
prek 0.5.3 0.103.13 → .16 webpki-root-certs 1.0.9 → 1.0.10
tealdeer 1.9.0 0.103.14 → .16 webpki-roots + root-certs 1.0.9 → 1.0.10
nickel, nickel-lsp 1.17.0 0.103.13 → .16 webpki-roots 1.0.2 → 1.0.10 same source, same patch file
tuicr 0.27.0 0.103.15 → .16 webpki-roots 1.0.9 → 1.0.10
biome 2.5.15 0.103.15 → .16 webpki-roots 1.0.3 → 1.0.10
teamtype 0.9.2 0.103.13 → .16 webpki-roots 1.0.8 → 1.0.10 see Unresolved
probe-rs 0.32.0 0.103.13 → .16 webpki-roots 1.0.4, root-certs 1.0.7 → 1.0.10 aws-lc-rs 1.17.0 → 1.18.2, aws-lc-sys 0.41 → 0.46
sccache 0.17.0 0.102.4 → 0.103.16 webpki-roots 0.26.2 + 1.0.5 → 1.0.10 rustls 0.23.10 → 0.23.31, hyper-rustls 0.27.2 → 0.27.10
railway 5.59.0 0.103.13 → .16 webpki-roots 1.0.7 → 1.0.10

No upstream release fixes this yet. rustls-webpki 0.103.16 was published 2026-10-20 08:58 UTC. I checked the Cargo.lock at every project's latest tag. uv 0.13.4 has webpki-root-certs 1.0.10 but rustls-webpki 0.103.14. prek 0.5.6, nickel 1.18.0, sccache 0.18.0 and railway 5.71.0 are all still on < 0.103.16 and < 1.0.10.

How

Each package gets cve-2026-111943-webpki-lock.patch, a diff against upstream's committed Cargo.lock. The lock change is committed here, never resolved at build time (AGENTS.md reproducibility).

build.sh changes:

  1. patch -Np1 -i ./cve-2026-111943-webpki-lock.patch, by name. patch is added as a build dep.
  2. A fail-closed check exits 1 unless rustls-webpki 0.103.16 is in the lock and no rustls-webpki 0.103.0–15 or webpki-roots/webpki-root-certs 1.0.0–9 remains.
  3. cargo build → cargo build --locked, so cargo builds exactly the patched lock and does not re-resolve it.

How the patches were made:

  • 8 of 11 are hand edits: the version and checksum lines plus the "name version" back-references. Checksums come from the crates.io index.
  • probe-rs needed aws-lc-rs ≥ 1.18, which rustls-webpki 0.103.16 requires whenever its aws-lc-rs feature is on. So cargo update -p aws-lc-rs -p aws-lc-sys -p rustls-webpki@0.103.13 resolved those three and nothing else.
  • sccache pinned rustls 0.23.10, which needs rustls-webpki 0.102 (there is no fixed 0.102.x), and hyper-rustls 0.27.2, which needs webpki-roots 0.26.2. So cargo update -p rustls@0.23.10 -p hyper-rustls -p webpki-roots@0.26.2 -p rustls-webpki@0.102.4 -p webpki-roots@1.0.5 moved that stack.
    • It also drops the now-unused rustls-native-certs 0.7 and rustls-pemfile.
    • It also flips one windows-only windows-sys back-reference. That flip doesn't affect Linux.
  • Every cargo command was a resolve (update/metadata), never a compile. Each ran from outside the downloaded tree, so the tree's .cargo/config.toml and rust-toolchain.toml were not read.

When bumping: a version bump that keeps the patch fails at patch, so it can't silently ship the old lock. Drop the patch on the first upstream release whose Cargo.lock already has 0.103.16 / 1.0.10. If that release is still unfixed, regenerate the patch.

Verified, and how

  • Sources: every source tarball was fetched from the exact url + sha256 in its build.ncl, and the sha256 matched.
  • Patches apply: each patch applies with patch -Np1 to the pristine Cargo.lock, and the result is byte-identical to the edited lock.
  • Lock is consistent: cargo metadata --locked succeeds on every patched tree. That is the check cargo build --locked makes before compiling.
  • Fail-closed check: I ran the exact snippet against each patched lock (PASS) and each pristine lock (exit 1, "0.103.16 not in Cargo.lock"). I also ran it against a synthetic lock with 0.103.16 but webpki-root-certs 1.0.9 (exit 1, "pre-fix … still in Cargo.lock").
  • Blast radius: MINIMAL_SCIENCE_MODE=1 mip dump --packages --arch amd64, diffed against main, changes 15 spec hashes. They are the 11 above plus their dependents dev-language-servers, diffoscope, emacs-config-dev1, httpie.
  • Formatting: nickel format leaves every build.ncl unchanged, and sh -n passes on every build.sh.

Unverified

  • No package was built locally. This PR's minimal build and minimal-check are the build verification.
  • The aws-lc-sys 0.41 → 0.46 move (probe-rs) and the rustls 0.23.10 → 0.23.31 move (sccache) compile new code. Only CI shows that they build.

Unresolved (reviewer)

  • teamtype: iroh 0.35.0 and iroh-relay 0.35.0 still depend directly on rustls-webpki 0.102.8. The 0.102 line has no fix, so a lock edit can't move it.
    • I checked the iroh 0.35.0 source for what it uses 0.102 for: webpki::types re-exports, webpki::Error, and parsing/verifying iroh's own self-signed libp2p-style peer certificates (tls/certificate.rs, tls/verifier.rs).
    • It never builds a WebPKI chain to a root. Both of iroh's root-store paths go through rustls, and rustls's verifier is now 0.103.16:
      • magicsock.rs:1847: RootCertStore::from_iter(webpki_roots::TLS_SERVER_ROOTS) → with_root_certificates.
      • iroh-relay client/tls.rs:78: the same pattern.
    • So the 0.102.8 left in the lock isn't on the CVE-2026-111943 path. That's why the fail-closed check doesn't reject 0.102.x: rejecting it would make teamtype unbuildable without improving anything.
  • sccache stays on rustls 0.23.31. That version is below the 0.23.45 fix for RUSTSEC-2026-0285, a separate advisory this PR doesn't address. A 0.23.46 resolve is available (-p rustls --precise 0.23.46 also moves zeroize 1.7 → 1.9.1).

Runtime mitigation (SOP, until this lands)

These switches select the system store. With the ca-certificates fix (#948), that store no longer holds the emSign roots.

  • uv: --system-certs or UV_SYSTEM_CERTS=1 (UV_NATIVE_TLS is deprecated).
  • prek: PREK_NATIVE_TLS=1.
  • tealdeer: set tls_backend = "rustls-with-native-roots" under [updates] in its config. The default is rustls-with-webpki-roots, the first entry in its SUPPORTED_TLS_BACKENDS, because our build doesn't enable the native-tls feature.

None of these restores the intermediate distrust that rustls-webpki 0.103.16 adds. Only the rebuild does.

Related: #948 (ca-certificates), #949 (JDK), #946 (node), #951 (bun), #950 (python/pip).

…pki 0.103.16 + webpki-roots 1.0.10 (CVE-2026-111943)

uv, prek, tealdeer, nickel, nickel-lsp, tuicr, biome, teamtype, probe-rs,
sccache, railway compile in rustls-webpki < 0.103.16 (no distrust list for
the eight compromised eMudhra intermediates, RUSTSEC-2026-0382) and a
webpki-roots / webpki-root-certs < 1.0.10 that still bundles emSign ECC
Root CA - G3 (RUSTSEC-2026-0383). No upstream release locks both fixed
versions yet (rustls-webpki 0.103.16 was published 2026-10-20 08:58 UTC).

Each package now carries cve-2026-111943-webpki-lock.patch, a Cargo.lock
diff applied by name with `patch -Np1` before `cargo build --locked`, plus
a fail-closed grep that the fixed versions are locked and no pre-fix
0.103.x / 1.0.x remains.

Bump uv 0.12.23 -> 0.13.4 (clears GHSA-hq85-5cpj-mr62) and keep the
CVE-2026-111943 lock pin. 0.13.4's own Cargo.lock already has
webpki-root-certs 1.0.10 but still locks rustls-webpki 0.103.14
(RUSTSEC-2026-0382 needs >= 0.103.16), so the lock patch is regenerated
against the pristine 0.13.4 lock and now moves only rustls-webpki
(version + checksum). The `patch` build dep and the fail-closed build.sh
guard stay. Supersedes the bot PR #962, which dropped the patch Local and the
`patch` dep from a stale pre-#953 recipe snapshot while build.sh still
applied it (pkgmgr fix: gominimal/pkgmgr-rs#1030).
