Update openssl 3.6.4 → 4.0.3

Source: github:openssl/openssl
Release: https://github.com/openssl/openssl/releases/tag/openssl-4.0.3
Changelog: openssl/openssl@openssl-3.6.4...openssl-4.0.3
Released: 5 days ago (2026-09-29)

Pkgscan: clean — diff against the prior version surfaced no newly-introduced suspicious patterns.

Vulnerability impact

Partition analysis at 4.0.3 (uses each advisory's fixed-version, vulnerable-range, affected-ranges, and fix-commit ancestry to decide):

  • 13 cleared — the new version is outside the advisory's affected range, OR the tag's lineage includes a known fix-commit. These will drop off the next scan.

Vulnerabilities fixed (13)

This update clears 13 vulnerabilities affecting 3.6.4:

Quality suggestions

  • Missing tests block. This package has no standalone tests, so the buildbot will only verify compilation — not functional correctness. Consider adding a minimal smoke test (e.g., a --version or small round-trip invocation) as part of this PR so future bumps catch regressions. See packages/python/build.ncl for a simple example.

Closing in favour of #816 (openssl 3.6.5). Every one of the 13 CVEs this cleared is also fixed in the in-series 3.6.5 (>= 3.6.0, < 3.6.5), so the major, API-breaking jump to 4.0.3 isn't needed. auto-fix now picks the in-series release itself (pkgmgr-rs#929, deployed). This PR also failed to build: its 4.0.3 mirror was the official release tarball (openssl-4.0.3/) while the recipe's strip_prefix expects the tag-archive layout.

…#811's 4.0.3) (gominimal#816)

Clears the 13 CVEs (4 HIGH) auto-fix opened gominimal#811 for: every range reads
>= 3.6.0, < 3.6.5, so the in-series patch fixes them without gominimal#811's major,
API-breaking jump to 4.0.3.

Source is OpenSSL's official release tarball (sha256 a2157c28... equal to the
published .sha256; VERSION.dat 3.6.5, 29 Sep 2026), mirrored no-clobber at the
same gs:// path. Its top dir is openssl-3.6.5/, not the tag archive's
openssl-openssl-3.6.5/, hence the strip_prefix change.
