This bump can't land as-is. wasm-bindgen-cli has to exactly equal the wasm-bindgen crate in the Cargo.lock of the code it processes, and its only consumer here, amaro-wasm, locks 0.2.100. That's amaro 1.1.11's deps/swc/Cargo.lock, and 1.3.0's crates/amaro/Cargo.lock is still 0.2.100. With 0.2.130 the amaro-wasm build fails with "failed to read wasm-bindgen data". amaro's own tools/build-wasm.js installs wasm-bindgen-cli@<locked version> for the same reason.

gominimal/pkgmgr-rs#1228 pins wasm-bindgen-cli exactly to 0.2.100, so the updater stops proposing other versions. The pin moves in the same PR as an amaro bump whose lock changes. I'm leaving this PR open rather than closing it, because closing would mark the package declined.
