Adds a basic Standalone smoke test to 30 packages from the m–z half of the "ships an OutputBin but has no Standalone test" list (.github/scripts/smoke_test_report.py). This is batch 1 of 2; batch 2 (railway … zvelte-check-bin) is a separate PR. Another agent is doing a–l separately.

Tests aren't part of SpecHash, so this rebuilds nothing.

Verification

On a fresh pkgbuild min session per edit (aarch64 session VM): min package build <pkgs> base (all cached artifacts, no rebuild, since tests are not in SpecHash), then min check --packages <pkgs> space-separated. All 60 tests across both m–z batches reported standalone tests...Pass, and every other check passed (parse, import line, fmt included). Every edited build.ncl went through nickel format. mip isn't installed on this host, so the full-repo mip dump evaluation wasn't run; that falls to pkgs CI.

Negative control: before the real run, time's test was temporarily ["/bin/bash", "-c", "exit 7"] (test_deps = [base]). min check reported standalone tests...Fail — smoketest: /bin/bash -c exit 7 had exit code 7, so the checker really executes these tests.

amd64 wasn't exercised locally, and pkgs CI shows Skip for standalone tests, so a CI pass doesn't confirm these.

nasm, pcre2, zstd and rsync are the same gaps pkgs#820 (batch 1, 2026-10-05) found. They are still open. zstd and pcre2 sit under the toolchain, so fixing them means a world rebuild and they should be bundled.

Observation: serve --version exits 1 with only its own closure (coreutils + node) and exits 0 with base added, so its test uses test_deps = [base]. It is probably missing something from base at runtime (no loader error).
