build: declare 0.8.0 as the next release - #2168

release/0.7.0 is cut from 5cd498c, so main moves on: work merged from here ships after 0.7.0. The 0.x rule maps the next line to a minor. `next-version.sh --check` accepts 0.8.0 against the newest tag today and keeps passing on main once v0.7.0 is tagged.
