fix(mctx): preserve comments and layout when min add appends packages - #1900

upsert_toml_packages_list rebuilt the package array from a Vec<&str>, dropping inline comments, trailing commas, and multi-line layout, and panicked on non-array or non-string values. Edit the existing array in place instead: push only missing names, copy the last element's prefix decor onto pushed elements for multi-line arrays, and return an error naming the key when the value is not an array of strings. …ce on append A same-line comment after the last element's trailing comma lives in the array's trailing text, so pushing a package moved it onto the new line. A multi-line array without a trailing comma kept its closing line break in the last element's suffix, so the comma and the new package landed on the wrong lines. Move the closing text to the array's trailing and carry any comment ahead of the first appended package.
