The macOS run found supervisor.start and the VMM root span never exported. The cause (long-lived tasks holding
the start phase open) is fixed platform-independently in the stack, but macOS has only unit-test coverage: no VM
lane. Track a macOS VM check (or a lab lane) for TEL-032/TEL-034 on arm64.

Tracked from spec 25 (#1988).
