This PR removes OpenSpec-related documentation/artifacts from the repository and adds ignore rules intended to prevent those directories from being tracked going forward.

- Delete OpenSpec config and the
code-quality-gatesspec underopenspec/. - Delete an archived OpenSpec change record (
2026-04-24-add-unit-test-coverage-requirements). - Update
.gitignoreto ignoreopenspec/andlocaldocs/.
