Chaos tests: increase frequency from weekly to nightly #391

Summary
Change chaos test workflow from weekly to nightly. Weekly cadence is too slow for our sprint cycle — bugs can ship before chaos catches them.
Scope
- Rename
chaos-weekly.ymltochaos-nightly.yml - Update cron schedule to nightly
- Verify runner capacity handles nightly runs
- Investigate recent chaos test failure
Context
gnidan flagged that weekly chaos tests are insufficient given sprint cadence (sprints complete in ~1 day). A recent failure also needs investigation.
