fix: embed dashboard UI in Docker image - #15

The Docker workflow was building without -tags dashboard and without fetching the pre-built dashboard dist, causing the admin UI to 404. Mirror the release workflow's dashboard fetch step and add the build tag.
Fixes govulncheck failures from transitive dependency vulnerabilities patched in 1.26.2.
Try matching tag first, fall back to latest stable release — mirrors the release.yaml approach so tag pushes get the matching dashboard version.

Summary
mainpushes were missing the admin dashboard UI (404 on admin page) because the build didn't include the web UI assets or the required build tagv0.6.4) worked fine since the release pipeline handles this correctly-tags dashboardso the web UI is properly embedded in all CI-built imagesCloses #14
