WorkspaceVendorEnabled treated the output of go env GOWORK as a path unconditionally. The Go command returns an empty value when workspace mode is disabled because no go.work was found, and off when explicitly disabled. In either case, filepath.Dir followed by a vendor-directory check could incorrectly enable workspace vendoring from the current directory. Return false for those two non-workspace values.
Static review and git diff --check only; no tests added or run per coordinator direction.
