Visibility PATCH uses unsupported API

The new step PATCHes /user/packages/container/agentyard with GITHUB_TOKEN. That packages route only documents GET and DELETE, and /user/ expects a user token rather than the Actions token. curl --fail-with-body then fails the job after the image push, so the workflow_run production deploy never starts.
