Switches both publish.yml and publish-test.yml to use GitHub OIDC Trusted Publishing instead of token-based authentication. The previous TEST_PYPI_API_TOKEN was returning 403 Forbidden because it was invalid/expired. The feature branch had the OIDC fix (commit ba3a294) but it was lost during merge conflict resolution.
