SCIM PATCH now applies operations to a copy, validates the complete result, and commits only on success. Rejected duplicate names and later failing operations leave stored users, groups, and service principals unchanged.
Adds duplicate-name and multi-operation atomicity regressions for all three resource types.
Validation: Ruff format and lint passed; all 22 SCIM tests passed.
