Closes #35

Chunked uploads checked overwrite=false only when the handle was opened. If another upload or put created the path before close, close overwrote that file and discarded its contents.

For no-overwrite handles, close now writes the buffered content to a temporary file in the destination directory and publishes it with an atomic hard link. The link fails if a destination already exists, including one created after the handle was opened. The handle stays available if the close fails, so the caller can recover or retry. overwrite=true keeps its existing replacement behavior.

Validation: Ruff format, Ruff check, and git diff --check passed. The PR CI suite will run on GitHub.
