Wait for processes a tool started to exit before the update restarts it.
A graceful close lets the root exit while its workers are reparented, so killing that pid no longer reaches them.
Set CODEALTA_AUTOMATED so a CodeAlta child exits without prompts.
ndx starts and stops the tool process, so the child needs the signal from CodeAlta issue 221.

Close NeoAstra apps through unowned top-level frames only.
Posting WM_CLOSE to every HWND of a NeoAstra process destroys the dispatcher, caption, and WebView after the frame close is canceled, which leaves a window that cannot exit. When any NeoAstra.Window is present, close only the unowned top-level frames. Other GUI apps keep the generic close.
Update the CI release test for glibc and Windows builds only.
The rolling ci workflow no longer packs musl. The test still required linux-musl-x64, which failed the PR build.
