feat: require php 8.2 or newer and pin patched php in ci (#591) * ci: pin php version used in workflows Pin PHP to 8.4.27 via .php-version in the checks and release workflows and print the version, so the runtime is patched for CVE-2026-109618 and CVE-2026-109619 and can be verified from source control. * feat: require php 8.2 or newer PHP 7.4, 8.0 and 8.1 are end-of-life and no longer receive security fixes. Users on those versions keep the last compatible release. * ci: use php 8.2 in workflows Run the workflows on the minimum supported PHP version (8.2) and let setup-php update to the latest patch release, instead of an exact pin.
