feat(evidence): every public number is a ledger row with its reproduce command; run-summary - #35

…e command; run-summary ROADMAP §4.11 (M8) left "every public claim links to a reproducible measured run" open. docs/evidence/README.md is now the ledger: one row per live run behind a public number (intent, plugin version, checks, wall, cost, wakes, plugin reads, gate blocks, and the `make e2e-live` command that reproduces it). `bin/run-summary <run-dir>` writes a run's summary.json, summary.md and its ledger row from the session's own `result` lines and the gate log (replacing the inline python in e2e-live.sh, which now calls it; on run 19 it reproduces $1.01 · 1 wake · 5 plugin reads · 3 blocks exactly). The README demo table (now with run 19), the README evidence section and the site link every figure to the ledger. Test-first: scripts/test/evidence.test.py (run-summary on a fixture run; ledger rows well-formed with a reproduce command; every README/site time-cost figure is a row; the links; e2e-live calls run-summary). TRACKING rows for the auto-trigger and the ledger; ROADMAP §4.11 + M8, CHANGELOG, bin/README updated. make ci: 60/60. Before: ROADMAP §4.11 (M8) listed "every public claim links to a reproducible measured run" as open. The README demo table and the site quoted run figures that tests only checked against ROADMAP §0 prose; nothing recorded a run's numbers in a machine-readable form, and
